If we want to improve education performance and outcomes over time, it’s not enough just to identify low-performers. Identifying top-performers is equally important. If we don’t know which schools or programs are doing the best job of educating children, we can’t identify the strategies they’re using to get those results, and we can’t help other schools or providers learn from what they do well.
