Background
Colleen Campbell is a senior associate partner at Bellwether.
Colleen comes to Bellwether from the U.S. Department of Education’s office of Federal Student Aid (FSA), where they were the executive director of the newly-formed Office of Loan Portfolio Management. Prior to leading FSA’s student loan work, Colleen was a portfolio manager in the Department’s Next Gen Program Office, leading key implementation initiatives and providing leadership to project and program managers. Colleen also led a multiyear effort to shape, award, and implement the Unified Servicing and Data Solution , which awarded long-term, modern loan servicing contracts designed to improve the borrower experience, bolster servicer accountability, and focus resources on at-risk borrowers.
Before joining FSA, Colleen’s work focused on wide-ranging topics across postsecondary education and workforce preparedness in roles at the Center for American Progress, the Association of Community College Trustees, and the Institute for Higher Education Policy.
Colleen began her career as a financial aid administrator at The Juilliard School, an experience that informs her work to this day and inspired her to pursue a career in policy and its implementation. Colleen holds a master’s degree in public policy and a master’s degree in higher education from the University of Michigan.
Why I Do This Work
Postsecondary enrollment allowed me to expand my mind and opportunities in a way that would not have been possible without the help of Pell Grants, student loans, and institutional aid. I believe education is one of the few systemic levers we have in this country to lift people out of poverty, and I want to ensure it continues to be a source of economic mobility for generations to come.
