About Bellwether
Bellwether, a national nonprofit, is an approved support provider for the Texas Education Agency (TEA) Leadership & Instructional Foundations for Texas (LIFT) grant. We partner with districts to strengthen instructional leadership, align systems to high-quality instructional materials (HQIM), and build the capacity needed to drive sustainable improvement and accelerate student outcomes.
We have a deep understanding of the LASO supports, as we have been an approved provider since Cycle 1. From the inception of the grant, we have partnered with districts and charters to move from developing their instructional framework to HQIM adoption and adult learning to implementation.
We partner with LEAs of all kinds — large and small, urban and rural, district and charter — to support the adoption of high-quality instructional materials, reimagine professional learning communities, and implement research-backed academic interventions in individual schools or systemwide. Our team excels at combining data-driven analysis with practical guidance, ensuring materials are integrated effectively and equitably. What we do best is help leaders drive sustainable improvement that benefits all students.

Our Results
We support systems and schools to improve while acknowledging that great student achievement depends on the aligned efforts by many adults, including teachers, school leaders, and superintendents. Our results speak for themselves:
From 2020 through 2024, we partnered with Harmony Public Schools (HPS) to support their schools with the planning and implementation of critical learning acceleration strategies. Today, more than half of HPS campuses earned an “A” rating, 78% of the campuses received an “A” or “B” rating, and all seven regional Harmony districts received an “A” or “B” rating.
